Where the principle of development is in question, rather than the detail.

  • New dwellings in the open countryside or on infill plots
  • Anything touching a listed building or a prominent Conservation Area frontage
  • Barn conversions where structural viability or Class Q eligibility is arguable
  • Sites with a refusal history, or where a neighbour dispute is likely
  • Change of use applications where local policy is restrictive

When it is not worth it

For a standard rear extension on an unconstrained estate house, the fee and the wait rarely buy anything the policy documents do not already tell you. We will say so.

Asking the right questions

A pre-application submission that asks 'is this acceptable?' gets a hedge. One that asks specific, answerable questions — is the principle of a dwelling on this plot accepted, is a two-storey element acceptable in this position, which of these two material palettes is preferred — gets a response you can design against.

Is pre-application advice binding?
No. It is an officer's professional opinion based on the information provided, and it can be departed from, particularly if committee members or consultees take a different view. It still carries real weight.
How long does it take?
Longer than most people expect, and it varies with council workload. Build it into the programme rather than treating it as a quick check.
Does it make approval more likely?
On constrained sites, yes — mainly because the scheme that gets submitted is a different and better-informed scheme. On simple sites it changes little.
